 The Lompoc Unified School District has an immediate need to fill the position of Bond Project Manager.

The Lompoc Unified School District is seeking an experienced and motivated Bond Project Manager to lead, manage, and oversee all activities related to bond related new and existing facility construction and modernization projects.

The ideal candidate for the Bond Project Manager position is a dynamic and experienced professional with a proven track record in managing large-scale construction and capital improvement projects within the public sector. They bring extensive knowledge of project management principles, building codes, and regulatory compliance, coupled with expertise in budget oversight, contractor coordination, and schedule management.

This individual possesses exceptional leadership and communication skills, enabling them to effectively collaborate with diverse stakeholders, including architects, engineers, contractors, district administrators, site administrators and community members. ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensures safety standards for quality learning and working environments for students and staff.
  • Communicates effectively with stakeholders including board members, the superintendent, assistant superintendent, principals, vendors, regulatory agencies, engineers, architects, oversight committee, and consultants.
  • Supports development of master plans for new construction or modernization projects.
  • Evaluates and makes recommendations for new construction or modernization.
  • Reviews plans and oversees bond related construction work, interpreting plans, blueprints, and specifications.
  • Assists with public bidding and contract processes on bond related projects.
  • Manages onsite bond related project activities with architects, contractors, district personnel, and community representatives.
  • Reviews and negotiates construction change orders, prepares cost estimates, and conducts cost analysis.
  • Ensures compliance with health and safety protocols for district employees and contractors.
  • Monitors bond related project timeliness, quality control, and conformity to building codes and legal requirements.
  • Resolves construction issues and recommends change orders to meet project costs.
  • Oversees bond related hazardous material compliance and remediation projects.
  • Prepares, maintains, and communicates detailed records of projects, contractors, and specifications.
  • Leads bond related facility renovations, repairs for district buildings and grounds.
  • Ensures bond related projects meet schedules and budgets, liaising with construction managers for bond-related projects.
  • Supports development of timelines and sequence schedules for bond related projects.
  • Responds to submittals and ensures timely and accurate communication with all involved parties.

Typical Qualifications

Required Qualifications:


Education and Experience:

Any combination equivalent to: four years of college/university study or military training in facilities, planning, architecture, engineering, or related field and six years of increasingly responsible experience in industrial management, building construction, maintenance work, or a related field, including two years of supervisory and management experience.


Licenses and other Requirements:

  • Degree/Certification in Engineering, Construction Management, Architecture preferred 
  • Possession of a valid and appropriate California driver’s license.

Knowledge of:

  • Knowledge of various construction trades (mechanical, structural) and proper use of materials and equipment.
  • Understanding of engineering and architectural principles in building construction.
  • Familiarity with safety laws and regulations, including OSHA and EPA requirements.
  • Knowledge of relevant Federal, State, and local laws, codes, and regulations for school construction, DSA, and the Public Contract Code.
  • Experience with building service, grounds service, custodial service, and facilities operations.
  • Principles of administration, including office management, personnel supervision, records management, and budgeting.
  • Knowledge of laws and regulations for school facility construction and repair.
  • Understanding of public works laws, bidding processes, and the California Uniform Construction Cost Accounting program.
  • Awareness of safety precautions, procedures, and legislative requirements.
  • Current knowledge of construction costs, trends, techniques, and project delivery methods.
  • Familiarity with engineering aspects of facility maintenance and construction (civil, mechanical, electrical, structural, architectural, etc.).
  • Legal framework governing school construction, facilities maintenance, and public contracting.
  • Expertise in construction management, contract development, and administration.
  • Understanding of public construction principles, inspection, and testing requirements.
  • Knowledge of budget development and monitoring practices.

Working Conditions:


Work Environment

  • Moderate noise levels and exposure to indoor and outdoor environmental conditions, including heat, cold, and adverse weather. 
  • Subject to driving between sites and working around machinery with moving parts. 
  • Work in classrooms, playgrounds, and school maintenance yards, with possible interruptions and occasional confrontations. 
  • Regular contact with teachers, parents, students, staff, Board members, community members, and outside agencies. 
  • Exposure to chemicals, fumes, dust, cleaning agents, and high voltage, with work from heights, ladders, and high-reach equipment. 
  • Occasional emergency call-outs and potential for stress and conflict. 
  • Required to wear District-provided identification.

* The hiring rate will normally be the first step of the salary range.  However, the Board of Education may provide a new employee with advanced step placement, with the approval of the Personnel Commission, in accordance with Merit Rules and Regulation 17.6.
 
 The Salary may be reviewed for reallocation to a higher level on the classified management salary schedule.

Application and Selection Process

• All applicants who meet the minimum qualifications will be invited to participate in the examination process for the position.

• Candidates must pass all parts of the examination process to be placed on the eligibility list. The final score will determine the candidate's rank on the eligibility list.

• A candidate in the top three ranks (including tie scores) on the eligibility list may be considered for hire; when there are multiple vacancies in the same job classification, additional ranks will be considered.

• Open and Promotional examinations are open to applicants inside and outside the Lompoc Unified School District.  To qualify for the promotional examination, employees must have permanent status in the Lompoc Unified School District as a classified employee.

• Promotional Only examinations are open to current Lompoc Unified School District classified employees only.  For employees to qualify for the promotional examination, they must have permanent status in the District as a classified employee.

• Dual Certification examinations are open to all applicants, including current Lompoc Unified School District employees and those from the general public. Dual Certification results are integrated into one eligibility list based on rank.

• Eligibility lists are generally valid for up to one (1) year. Lists may be exhausted prior to the original expiration date, or they may be extended with the approval of the Personnel Commission.

EMPLOYMENT REQUIREMENTS

Fingerprinting:  State law requires that all employees be fingerprinted.  AB 1610 prohibits employment until the Department of Justice completes its obligations regarding the arrest and conviction information.

Medical and Physical Requirements: Verification of freedom from tuberculosis will be required.  A medical examination may be required of eligible candidates.
