Job Summary

This is a dual position whose purpose is to ensure compliance with applicable UL System and Board of Regents policies, Federal and State Laws and regulations as deemed applicable for Titles VI, VII & IX. The purpose of the position is also to coordinate a university-wide collaborative effort to ensure a prompt and equitable response to reports of retaliation, and sex discrimination; including, sexual harassment, sexual assault, sexual violence, and other incidents identified as sexual misconduct; ensure policies and laws are enforced relating to discrimination on the basis of race, gender, age, etc.; identify and address any patterns, and assess effects on the campus climate. This position is also responsible for facilitating all internal grievances and external complaints, and ensuring education and prevention programs are offered to athletic staff, student athletics, and students during their first semester of enrollment.

Job Duties & Responsibilities

The successful candidate will assume the following duties:

Essential Job Functions:

  • Ensure compliance with related federal and Louisiana state laws, University of Louisiana System policies, and institutional policies
  • Maintain appropriate documentation and records in accordance with legal and policy requirements. 
  • Provide regular reports to senior leadership on trends, cases, and risk mitigation. 
  • Serve as a liaison to external agencies (e.g., U.S. Department of Education, EEOC, OCR) on matters involving civil rights compliance. 
  • Develop and implement training and awareness programs for faculty, staff, and students on discrimination, harassment, retaliation, and reporting responsibilities.
  • Stay current on federal and state legislation, regulations, and guidance related to Title IX, VI, and VII. 
  • Direct an institutional comprehensive compliance program by assessing institutional Title IX compliance, developing initiatives, delivering education and training offerings, and facilitate internal grievances and external complaints, and ensuring education and prevention programs are offered to students during their first semester of enrollment. 
  • Coordinate awareness of gender equity and sex discrimination across the university. 
  • Coordinate a university-wide collaborative effort to ensure prompt and equitable responses to reports of sex discrimination, including sexual harassment, sexual assault, sexual violence, and other sexual misconduct. 
  • Oversee complaint and investigation processes for complaints of sexual assault, sexual violence, sexual harassment, sex/gender discrimination, and other sexual misconduct. The individual will work collaboratively with Human Resources, Academic Affairs, Student Affairs, GSU Police Department to ensure complaints are reviewed in accordance with Title IX standards including but not limited to those around managing interim measures and assurances of safety for the impacted student, employee, and/or visitor. Investigation duties will include, but not limited to: develop an investigation plan, analyze complaint to identify allegations, interview complainant and respondents, identify and interview witnesses, identify and collect relevant documentation, appropriately document interviews and other investigation findings, analyze information gleaned from investigation to determine findings, and report detailed written analysis and findings. 
  • Identify areas of institutional risk and exposure related to Title IX compliance and make recommendations to University management to address identified areas of risk in consultation with GSU’s Internal Administration. 
  • Create and implement a Title IX compliance plan in collaboration with key stakeholders on and off campus. The individual will stay abreast of current and emerging regulatory obligations and develop plans of action for remaining in compliance with federal Title IX laws and regulations, and state and UL System mandates relating to sexual misconduct. 
  • Review and ensure University policies, regulations, and standard operating practices are following Title IX and related federal and state guidance. 
  • Monitor the campus climate through surveys, focus groups, and other assessment efforts to identify opportunities for improvement in the University's Title IX programs and services. 
  • Prepare annual reports on sexual misconduct complaints, identify trends/patterns, and make recommendations as appropriate. 
  • Lead and design educational awareness programs to prevent and address the effects of sexual misconduct, including prevention and bystander programs for faculty, staff, and students. He or she will deliver and/or coordinate training sessions about sexual violence and educational offerings about other gender-equity topics. 
  • Serve as a liaison to standing and ad-hoc committees on matters pertaining to sex discrimination.
Title IX (Sex Discrimination, Sexual Harassment, and Misconduct): 
  • Ensure compliance and monitor UL System, Board of Regents, Federal and State regulations regarding Title IX, Sexual Misconduct and reporting 
  • Serve as the University’s Title IX Coordinator in compliance with the Education Amendments of 1972. 
  • Develop, implement, and monitor Title IX policies, procedures, and grievance processes. 
  • Receive and respond to complaints of sexual harassment, sexual assault, dating/domestic violence, stalking, and pregnancy-related discrimination involving students, faculty, and staff. 
  • Oversee investigations, ensure impartiality, and coordinate formal and informal resolution processes. 
  • Provide training to students, faculty, and staff on Title IX rights and responsibilities. 
  • Monitor and administer campus climate survey, make analysis of information and make appropriate recommendation to administration. 
  • Coordinate a university wide collaborative effort to ensure prompt and equitable response to sexual misconduct and grievance allegations and chair University's Sexual Misconduct Task Force. 
  • Analyze complaints to identify allegations, interview complainant/respondent, and witnesses and recommend resolution process 
  • Facilitate all internal grievances and external complaints 
  • Chair the University’s Sexual Misconduct Task Force and represent the University on Title IX-related local, UL System and/ or state level committees/ task forces
  • Serve as the University’s Title IX Coordinator in compliance with the Education Amendments of 1972. 
  • Develop, implement, and monitor Title IX policies, procedures, and grievance processes. 
Title VI (Race, Color, National Origin Discrimination):
  • Monitor and ensure compliance with Title VI of the Civil Rights Act of 1964. 
  • Respond to and investigate complaints alleging discrimination in educational programs or activities based on race, color, or national origin. 
  • Collaborate with departments to develop inclusive practices and mitigate barriers to access and equity. 
Title VII (Employment Discrimination): 
  • Coordinate the university’s compliance with Title VII of the Civil Rights Act of 1964. 
  • Investigate employment discrimination and harassment complaints based on race, sex, religion, color, or national origin. 
  • Work with Human Resources and supervisors to ensure equitable employment practices, and participate in employee relations matters as needed.

Qualifications

Minimum:

  • Master’s degree
  • Three to Five years’ experience in policy management, student conduct or Title IX compliance or closely related experience 
  • Demonstrated knowledge and ability to interpret federal and state laws and regulations related to higher education (e.g. Title IX, FERPA, Rehabilitation Act, Clery Act, VAWA, ADA, SAVE, etc.) 
  • Awareness of current trends in Title IX, Title VI & Title VII programs and enforcement work
  • Excellent organizational, research, investigatory, and analytical skills
  • Experience conducting investigations in a sensitive and confidential manner
  • Effective project management, organization and analytical skills
  • Strong communication skills (written and verbal) are also required
  • Ability to work effectively in a diverse environment and interact in a collaborative manner with students, faculty, and employees at all levels of the university community

Preferred: 
  • An advanced degree such as JD., Ph.D., etc.) and three years of such related experience. All degrees shall be from appropriately accredited institutions. 
  • 3 years of supervisory experience. 
  • Title IX specialization certificates and completed trainings within past 3 years
