Overview:
WiredPeople is looking for an IT Program / Project Manager (PMP) to join our team. This position requires a considerable exercise of independent judgment, excellent interpersonal skills, good computer skills, and the ability to perform against high standards of excellence. This position is full time and onsite in Tallahassee, FL.
The IT Program / Project Manager (PMP) will provide the following program and project management activities for current and, if appropriate, future projects.
General Program Management Tasks:
- Collaboration:
- Manage maintenance and operations schedules of the application.
- Conflict Resolution:
- Mediate disputes and assist in the documentation of the resolutions achieved.
- Quality Assurance:
- Ensure that product and service meet customer expectations and requirements.
- Financial Management:
- Spend plan management and budget allocation review, assessment, and recommendations.
- Strategic Management/Alignment:
- Ensure cross-functional dependencies are addressed.
- Stakeholder Engagement/Management:
- Manage customer expectations.
- Priority setting with stakeholders.
- Communication & Vendor Management:
- Ensure program success by coordinating efforts between staff and the application vendor.
- Communicate priorities with the application vendor.
- Communicate with all stakeholders and the application vendor.
- Risk Management:
- Maintain a risk register for the application program area and risk mitigation positions to incorporate in the prioritization of maintenance activities.
- Systems Thinking:
- Expand possible solutions by broadening the way in which solutions are derived.
- Change Management:
- Manage system changes and ensure they are addressed in a timely manner.
- Facilitate (and champion) the use of a formal change management and release management schedule, in conjunction with the application vendor, for development work being performed and deployed.
- Organizational Efficiency (Process Improvement):
- Advise stakeholders on potential changes and their impact.
- Negotiation & Contract Assistance:
- Negotiate maintenance and operations levels of effort with the application vendor.
- Portfolio Management:
- Interfaces with stakeholders to prioritize system changes and make efficient use of the application development resources available to the program area.
- Keep track of changes and their completion status.
- Keep stakeholders abreast of timelines.
- Program Reporting:
- Develop and maintain a program dashboard of operational statistics for proactive data-driven decision drivers.
General Project Management Tasks:
- Produce project management plans, in accordance with the standards of the Project Management Institute (PMI).
- Produce a project schedule and update the project schedule and performance summary/charts weekly.
- Maintain the RAID Log for tracking risks, assumptions, issues, decisions, lessons learned and change requests.
- Ensure that required project artifacts are created and maintained.
- Manage revision of the project scope, budget, and schedule.
- Ensure projects are completed on time, within budget, and meet expectations for quality.
- Identify the measured value the assigned project is to achieve and report this measurement to the Contract Manager.
- Evaluate, track, and report project risks, and work with the staff to develop and implement risk response strategies.
- Apprise sponsors and stakeholders, as identified by the Contract Manager, of risks and issues affecting projects, and provide recommended solutions.
- Communicate relevant project information to the staff through formal and informal status reporting.
- Facilitate meetings and coordinate project activities.
- Proactively address project team conflict and communication problems.
- Collect business requirements and facilitate Joint Application Development (JAD) sessions.
- Attend project meetings and other related meetings.
- Capture meeting minutes for project meetings.
- Share ideas and complete assignments related to projects.
- Review and comply with 60GG-1, F.A.C., Florida Information Technology Project Management and Oversight Standards.
- Perform other related tasks as determined by the Contract Manager.
Other project reporting and documentation can include, but not limited to:
- Capture Meeting minutes for weekly meetings.
- Update Risk Assessments.
- Update Legislative Status Reports.
- Update Performance Indicators Reports.
- Spending Plan Updates.
- Committee Meeting Presentation and Materials and Meeting Minutes.
- Quarterly Status Reports.
- Create and/or update the Operational Work Plans and Attachments.
- Assist in Schedule IV-B formulation or updates.
- Invoice processing and Payment Milestones workbook updates.
- Review of statutory requirements to determine project compliance.
Required Qualifications:- Possess the professional and technical skills necessary to perform IT project management.
- Minimum of 10 years of experience in project management activities.
- Hold a current Project Management Professional (PMP) Certification from the Project Management Institute (PMI).
- On-site availability in Tallahassee, Florida is required.
- A bachelor's degree in one of the computer sciences fields or in management information systems, or four (4) years of work experience in IT, systems analysis, management analysis, program planning, program research, or program evaluation.
- Experience with Florida State Agency IT Projects .
- Experience with Florida State Operational Work Plans and Spend Plans.
- Experience with applications and data related to the Health and Human Services industry .
- Experience with application user groups.
