Mid-Level Project Manager / Estimator

  • Coordinate and oversee completion of activities in all phases of the project cycle of facilities-related construction projects and projects with minimal design.
  • Review project plans and specifications to determine practicability from a construction standpoint.
  • Advise professional staff on required design, specifications, and drawings for necessary building construction and/or renovation; advise professional staff on proper construction procedures for complex building construction procedures; attend pre-bid and pre-construction conferences to discuss principal construction features and requirements in terms of methods and equipment; and review and interpret contract specifications for all phases of building construction.
  • Manage the project design and/ or construction effort to include collecting requirements, preparing the SOW, market research and evaluating contractor performance.
  • Inform other appropriate service contractors of requirements concerning construction scheduling, progress reporting, payment requests, safety measures, wage and hour law observance, labor relations and payroll records.
  • Observe and inspect construction at all stages for compliance with plans and specifications; interpret plans and in specifications, and confers with contractor to resolve differences.
  • Provide independent, detailed cost estimates for multi-disciplined projects valued up to $300,000.00.
  • Review and comment on contract A/E's system of inspection, coordinate and monitor A/E's review and approval procedures for shop drawings and sample submittals, and provide recommendations to the Contracting Office on the acceptability of workmanship and technical requirements.
  • Prepare and distribute project communication with customers, management, integrated project teams, and stakeholders.
  • Inspect work and investigate any need for contract change orders, considering conditions at work site and informs contracting officer; advise Contracting Officer's designated Representative (COR) on information for change order documents; and advise of onsite conditions for preparation of cost estimates.
  • Investigate and report to appropriate personnel on situations in controversy with other service contractor(s) which may lead to formal claims.
  • Document all findings for defense of claims and provide these documentations to the appropriate COR. Contractor shall assist the Contracting Officer and COR with acquisition planning, execution, and administration. Review and approve shop drawings and submittals, conduct pre-bid and pre-construction site visits.
  • Conduct construction inspections to ensure conformance to design specifications and building codes.
  • Record changes and modification to contract drawings and specifications for use in preparation of "as-built" drawings at completion of construction and coordinate construction operations with contractor and Federal, state, and local agencies involved.
  • Coordinate development of project schedules and plans with directors of other affected PBS divisions and other services, and obtains their commitments on final schedules and plans; submit project schedules and plans with appropriate explanatory materials and justifications through appropriate management officials up to the Regional Commissioner and/or the Regional Administrator for final approval.
  • Enter contract status and other project data in applicable IT systems.
  • Coordinate and oversee completion of activities in all phases of the project cycle of facilities-related construction projects in hazardous duty areas. The contractor shall provide regular and timely updates on project status and additional information to PBS Directors for required program planning in support of assigned projects.
  • Maintain close, continual, and effective liaison with affected Building Managers to ensure that project plans/schedules and PBS Service Center/field programs and objectives are mutually supportive, assist the Contracting Office in developing negotiation strategy.
  • Identify project documentation requirements or procedures to ensure all documents are prepared and completed in conjunction with project completion.
  • Ensure that changes and modifications to contract drawings and specifications in the preparations of "as built" drawings occur at the completion of construction.
  • Ensure that the development of construction drawings and the administering of modification to drawings and complete "As Built" drawings are accomplished using Computer Aided Drafting (CAD) software for all projects.
  • May be required to develop cost estimates for projects and/or to assist when there is an overflow of estimation requirements for the Project Transaction Manager.
  • May be responsible for the processing of any/all Request For Information (RFI) submissions from contractors, to include entering and tracking them in a pre-approved, constantly maintained, RFI log, and ensuring that responses are obtained and delivered in a timely manner.


Requirements

Minimum Qualifications:

  • BS Degree in applicable major OR equivalent combination of education and experience (BS degree = 4 years applicable experience)
  • Proven ability as the project manager of a technical aspect of commercial or Government interior design or construction projects
  • Certifications preferred: Professional Project Manager.
  • Knowledge of systems furniture and specifications, AutoCAD, Microsoft Office Suite, Google Suite and Project software package, outstanding customer service skills, strong interpersonal relationships.
  • Excellent written, oral communication skills, ability to communicate well at all levels of audiences using clear and concise languages.).
