Project Engineer (Jack up rigs)
Reports to: Project Manager
PURPOSE
- The Project Cost control Engineer plays a crucial role in managing, overseeing, and executing a diverse portfolio of projects for Company drilling.
- This encompasses projects of various scales, from minor or medium (rig upgrade and modification, new equipment installation or replacements) to major projects (5-yearly overhauls, Special Periodic Surveys, Rig Activation/Reactivations).
- Actively involved from the initiation phase to the post-mortem evaluation, ensuring that the project stays within the approved budget and meets the intended objectives.

RESPONSIBILITIES
1. Project Definition and Execution
- Clearly define each project's scope during the preparation phase, using rig historical data, and conducting
preliminary surveys possibly with roving teams or third-party services as necessary.
- Identify project resources and develop relevant resources calendar, prioritizing OEM service providers and
roving team as 1st option for personnel.
- Develop the project budget based on surveys reports and close out meeting within rig & HQ FTS.
- Develop comprehensive and realistic schedules, to monitor and control during project duration, with clearly
identified critical paths.
- Manage procurement process, tracking cost and delivery schedule against project requirements.
- Transition to Project Manager during the execution phase of major projects, with a full understanding of the
project, addressing any showstoppers and deviation from baseline, escalating issues, and maintaining project cohesion.
- For long-term projects, issue daily task planning to be reviewed on daily basis with the project team, shipyard, and any other relevant personnel for a clear understanding of all ongoing activities and SIMOPS evaluation.
- A PIC should ensure timely delivery of his scope and reports any relevant issues.
- Emphasize teamwork, cohesion, and collaboration throughout the project, promoting a united team aiming
for the project's successful completion.
- Validation process: peer review to be performed on regular basis to ease decision making.
- Manage all changes always through the integrated change control process.
2. Project Classification and Management
- Oversee major projects from initiation to completion, including post-mortem analysis.
- Manage at least one medium-sized project concurrently, except during the execution phase of a major
projects.
- Provide technical support, QAQC, and RFM validation for minor projects, although primary management
should be by the Rig manager and rig team.
3. Reporting
- Lead periodic readiness meetings, with relevant personnel, during preparation phase
- Produce weekly reports on assigned projects and compile these for Company management and stakeholders.
- Update main projects in Company’s weekly report to management
- Upon project completion, collect stakeholders’ feedback and perform post-mortem analysis.
4. Financial Oversight
- Ensure each project has an approved budget before initiation: SOPEX for minor and AFE for medium and major projects.
- Monitor and control costs during project procurement and execution phases, aiming for cost savings and adherence to the budget.
- Maintain a realistic budget with the primary objective of staying within or below the budget
- Unplanned SOWs are not allowed during project execution.
5. Procurement and Services
- Ensure timely procurement and delivery of all required equipment for the project
- Examine received equipment for specification compliance.
- Monitor purchase orders through a dedicated project tracker.
- Consider potential delays like shipping, airfreight, and custom clearance, especially in West Africa.
- Contract 3rd party services ONLY when necessary, emphasizing clarity in payment terms, scope of work,
mobilization terms, etc.
- Request and verify CVs of non-OEM or specialized personnel from 3rd party service providers.
6. Planning and Safety
- Utilize tools like MS Project for comprehensive project planning.
- Implement and adhere to rigorous HSE standards including daily meetings, safety drills, medevac procedures, and regular safety audits
REQUIREMENTS
- Bachelor's degree in Engineering or related field.
- Ability to oversee construction yards services and control Time and Materials (T&M) services timesheets (services for which the contractor is paid upon the time spent by the construction yard employes to perform the work, and for materials used
- Proven experience in project engineering and management.
- Excellent organizational, leadership, and communication skills.
- Proficiency in relevant project management software.
- Ability to manage multiple tasks and projects simultaneously.
