Project Manager II (Fee-for-Service Medicaid Implementations): $85,357 - $115,232 - $147,107

Project Manager III (Fee-for-Service Medicaid Implementations): $102,260 - $140,608 - $178,956

Summary

Working within the Government Programs and Services (GPS) department, the Project Manager provides leadership, organization, and coordination for new fee-for-service Medicaid client implementations. This role is responsible for creating, coordinating, and executing complete project plans and associated documentation, while leading multi-disciplinary project teams through all phases of the our new client on-boarding and implementation lifecycle.

Projects may span complex government programs including Medicaid (FFS, MMP, MMCO), CHIP, and federally-facilitated or state-based marketplace exchange programs. The Project Manager partners closely with internal and external client stakeholders, including Implementation Management, IT, Account Management, Operations, Health Services, and clients, to ensure successful client implementations occur according to our client contractual requirements.

This role may be filled at Level 2 or Level 3, depending on qualifications and experience. Level 3 assumes broader scope, increased complexity, and additional leadership responsibilities beyond those of Level 2.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Project Planning & Execution

  • Develops and maintains comprehensive project plans, including scope, timelines, resources, risks, dependencies, and deliverables
  • Leads cross-functional project teams through all phases of the project lifecycle, from initiation through completion
  • Establishes and maintains project artifacts such as charters, scope documents, business requirements, testing plans, and success metrics
  • Tracks project progress against milestones and proactively identifies risks and issues
  • Facilitates issue resolution and risk mitigation across business and technology teams
  • Ensures adherence to PMO standards, best practices, and regulatory requirements

Stakeholder & Client Engagement

  • Serves as a primary point of contact for internal and external clients
  • Communicates project status, risks, and dependencies through regular meetings and written reporting
  • Manages expectations, resolves conflicts, and maintains strong client relationships
  • Collaborates with stakeholders to align project outcomes with business objectives

Resource & Risk Management

  • Works with stakeholders and resource managers to determine staffing needs and allocate resources appropriately
  • Identifies downstream impacts to systems, operations, and timelines and develops mitigation plans
  • Manages project risks through identification, communication, tracking, and resolution

The Project Manager II independently manages complex projects or workstreams within defined programs and frameworks including:

  • Manages assigned projects with moderate to high complexity
  • Partners closely with senior leaders and subject matter experts for decision-making and escalation
  • Produces detailed project documentation and ensures accuracy and completeness
  • Executes projects within established methodologies and governance structures
  • Provides input into project planning, scope definition, and risk mitigation strategies

The Project Manager III operates with greater autonomy, strategic influence, and leadership impact, often overseeing multiple, highly complex, or enterprise-critical initiatives. The Project Manager III responsibilities include all Level II responsibilities, plus:

  • Leads highly complex, cross-program or enterprise-wide initiatives
  • Reviews and evaluates project proposals, prioritization, funding constraints, and resource strategies
  • Establishes work plans, staffing models, and delivery approaches across multiple project phases
  • Assumes accountability for end-to-end project delivery and outcomes
  • Provides performance feedback on project team members to management
  • Mentors and supports the development of less-experienced project managers
  • Assists in building PMO capability, including interviewing, onboarding, and training PMO staff
  • Communicates effectively with executive leadership, adapting messaging to varying levels of abstraction
  • Drives continuous improvement of project management practices and governance

Client Responsibilities

This is an internal and external client facing position that requires excellent customer service skills and interpersonal communication skills (listening/verbal/written).  One must be able to; manage difficult or emotional client situations; Respond promptly to client needs; Solicit client feedback to improve service; Respond to requests for service and assistance from clients; Meet commitments to clients.

Education and/or Experience

  • Must have experience participating in and/or leading facets of a fee-for-service Medicaid client implementation as a member of the organization that is performing the implementation activities
  • Project Manager II
    • Bachelor’s degree (BS/BA) and 7+ years of relevant experience (or equivalent combination)
    • 4+ years as a subject matter expert in relevant areas
  • Project Manager III
    • Bachelor’s degree (BS/BA) and 9+ years of relevant experience (or equivalent combination)
    • 6+ years as a subject matter expert in relevant areas

This position requires experience as an active stakeholder contributing, as part of a vendor organization, to the implementation of a Medicaid Fee-for-Service Program

Computer Skills

To perform this job successfully, an individual should be proficient in Microsoft Office (Access, Excel, Word, and PowerPoint) and Microsoft Project.

Certificates, Licenses, Registrations

PMP certification required and Six Sigma/Lean background desired, not required. PMP certification should ideally be obtained within first 12-months of employment.

Other Skills and Abilities

  • Excellent working knowledge and experience in the role of Project Manager of complex business projects that include both business process, service delivery and information technology solutions
  • Experience in all phases of systems development lifecycles and/or business process engineering methodology
  • Ability to effectively present information and respond to questions from groups of managers, employees, and clients
  • Experience operating in a matrix management organization
  • Experience in PBM, pharmaceutical or managed health care industry a plus

Work Location

This position works on-site at the San Diego Headquarters or other company location (or from a remote location with management approval based on business requirements). Must provide adequate support to internal clients; be available for regular interactions and coordination of work with other employees, colleagues, clients, or vendors; as well as be available to facilitate effective decisions through collaboration with stakeholders.  

Working Hours

This is an exempt level position requiring the incumbent to work the hours required to fully accomplish job responsibilities and reasonable meet deadlines for work deliverables. The individual must have the flexibility to work beyond traditional hours and be able to work nights, weekends or on holidays as required.  Work hours may be changed from time to time to meet the needs of the business.  Typical core business hours are Monday through Friday from 8:00am to 5:00pm.

This position requires domestic travel of up to 15% of the time.
