Job Title: Project Manager HBITS Task Order: HBITS-06-14140 Agency: Division of New York State Police Location: Onsite – 1220 Washington Ave, BD 22, Albany, NY 12226 Rate: Depends on experience
Position Overview: Project is part of the New York HBITS initiative overseeing the NYSP Records Management System (RMS) project. Requires strong project leadership and familiarity with COTS systems and law enforcement operations. Kindly ONLY apply for this role if you are able to commute to the job site (Albany) daily as this is a fully on-site role.
Responsibilities:
Lead implementation of Niche RMS and support systems consolidation
Manage project scope, deliverables, and stakeholder expectations
Develop and maintain project plans and reports
Identify and mitigate risks; manage cross-agency teams
Conduct business and technical process analysis
Prepare executive presentations and facilitate meetings
Validate system outcomes through testing
Document requirements and support project closeout planning
Mentor state staff on PM and BA best practices
Use tools like Microsoft Project, Power BI, and Visio
Qualifications:
7+ years managing large cross-functional tech projects
5+ years with COTS, mobile, web, and infrastructure projects
5+ years requirements analysis and documentation
3+ years as DBA, developer, analyst, or tech specialist
3+ years managing process improvements
5+ years using MS Project, Power BI, Office Suite
5+ years with CJIS, SSDLC, or CISSP security standards
5+ years in PMBOK, Agile, NYS PM Guidebook practices
