IMA World Health (IMA), which is part of Corus International is seeking to recruit a Project Manager for a new MOMENTUM Integrated Health Resilience (MIHR) Project based in Manila, Philippines.

The successful candidate must have authorization to work in Philippines.

Job Brief:

This is a management position responsible for ensuring the effective planning, coordination, and implementation of the MOMENTUM Integrated Health Resilience (MIHR) project, a global Department of State funded initiative that seeks to improve access to and use of quality MNCH and nutrition services in fragile settings worldwide. The MIHR/Philippines project will be focused on strengthening the cold chai and immunization systems in priority areas of the country. S. Implemented by IMA World Health (IMA), the Program Manager ensures that project activities are delivered on time and with high quality, within scope and budget, and in full compliance with donor and Corus International policies.

Working under the MIHR Project Director, the Program Manager coordinates with the Philippines Department of Health (DOH), Centers for Health Development (CHDs), local government units (LGUs), and other stakeholders to ensure the efficient and effective delivery, installation, and utilization of cold chain equipment, along with targeted capacity-strengthening support. S/he plays a key role in representing IMA and Corus International with national and local partners and U.S. government counterparts, ensuring that implementation reflects the organization's commitment to quality and accountability, while strengthening systems that sustain vaccine cold chain performance and health resilience across the Philippines.

Responsibilities:

Program Management and Coordination

  • Lead the overall implementation of the MIHR/PHI project in alignment with MIHR objectives, donor requirements, and national immunization priorities.
  • Develop, manage, and monitor detailed work plans, budgets, and procurement schedules to ensure activities are completed on time and within scope.
  • Coordinate with MIHR management (at Core and in country), technical teams, and partners to maintain coherence and integration across program components.
  • Ensure adherence to Corus International and U.S. Department of State regulations, policies, and standards of accountability.
  • Oversee the preparation of high quality and timely progress reports, activity updates, and documentation for internal and donor submission.
  • Identify risks and implementation challenges and work with the PD to develop timely mitigation and adaptive strategies.

Technical and Operational Oversight

  • Oversee the provision, delivery, and installation of cold storage equipment across target sites, ensuring compliance with technical specifications and DOH standards.
  • Support the design and implementation of technical assistance activities that strengthen cold chain management, maintenance, and temperature monitoring.
  • Ensure quality control throughout procurement, delivery, installation, and handover processes in coordination with the logistics and procurement teams.
  • Facilitate coordination between technical experts, service providers, and local health authorities to ensure proper equipment use and maintenance.
  • Contribute to technical documentation, guidelines, and capacity-building materials related to cold chain operations.

Capacity Strengthening and System Support

  • Collaborate with DOH, CHDs, and LGUs to identify training needs and ensure effective delivery of capacity-building programs for health workers, cold chain technicians, and logisticians.
  • Support integration of project-supported systems and tools into existing government structures and monitoring platforms.
  • Promote sustainability by fostering ownership of cold chain management practices among local partners.

Monitoring, Evaluation, and Learning

  • Oversee data collection, validation, and reporting for cold chain equipment delivery, operational status, and training activities, in accordance with MIHR and DOS standards.
  • Coordinate with the MIHR MEL team to track key indicators, implementation progress, and outcomes.
  • Work with local partners and DOH to ensure necessary data systems are in place
  • Lead the development of lessons learned, success stories, and ensure innovation documentation
  • Use monitoring results and field insights to inform adaptive management and continuous improvement.

Partnership, Representation, and Communication

  • Maintain active collaboration with the DOH, CHDs, LGUs, and other national stakeholders involved in immunization and cold chain systems.
  • Represent IMA and Corus International in coordination meetings, technical working groups, and other relevant venues.
  • Strengthen linkages with U.S. Government partners, to ensure coordination and consistency in technical assistance delivery.
  • Ensure project communication materials, visibility, and branding comply with U.S. Government and MIHR guidelines.
  • Promote transparent communication, teamwork, and information sharing within and across project teams.

Financial and Administrative Oversight

  • Collaborate with the finance and operations teams to ensure accurate budget tracking, financial forecasting, and expenditure monitoring.
  • Review procurement and financial documentation for completeness, accuracy, and compliance prior to submission.
  • Ensure efficient use of project resources and uphold principles of value for money and transparency.

Supervisory:

  • Senior Project Assistant

Education & Experience:

  • Bachelor's degree in Public Health, Health Systems Management, Supply Chain, Business Administration, or a related field; a master's degree in related field preferred.
  • At least seven (7) years of progressive experience in managing or coordinating health, logistics, or cold chain projects, preferably within immunization or health systems programs.
  • Experience working with the Department of Health (DOH), Centers for Health Development (CHDs), and local government units (LGUs) in implementing donor-supported initiatives.
  • Prior management experience on projects funded by the U.S. Government (e.g., Department of State, USAID, CDC) or other international development partners.
  • Background in project implementation and coordination involving procurement, logistics, and multi-stakeholder engagement.
  • Experience in supervising project staff, managing contractors, and coordinating with suppliers and technical service providers.

Knowledge, Skills and Abilities:

  • Project Management: Demonstrated ability to plan, implement, and monitor complex, multi-site health or logistics projects in compliance with donor and organizational policies. Skilled in coordinating with multiple stakeholders, managing competing priorities, and ensuring timely delivery of results.
  • Technical Knowledge: Strong understanding of vaccine cold chain systems, equipment maintenance, procurement and logistics within the Philippine public health context, including DOH and LGU coordination structures.
  • Compliance and Coordination: Familiarity with Department of State project standards, procurement oversight, and reporting requirements.
  • Technical Writing: demonstrated proficiency in report and technical document writing and coordination of technical documents from conception to publication/dissemination
  • Leadership and Communication: Strong leadership and interpersonal skills with the ability to supervise teams, build partnerships, and communicate effectively in English and Filipino, both orally and in writing.
  • Technology and Tools: Proficiency in Microsoft Office applications and familiarity with digital tools for project tracking, reporting, and documentation.
  • Values and Work Ethic: High integrity, accountability and attention to detail.
  • Willingness to travel to project sites and field locations as required.

Working Conditions, Travel and Environment

  • IMA Philippines has an in-person work policy, with all employees reporting to the office Monday through Friday. Remote working may be allowed subject to the approval of the supervisor. The employee must be available to work outside normal office hours or on the weekends as required.
  • This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
