Our Eglinton Crosstown West Extension (ECWE) Office is seeking a Project Manager, Systems- Communications providing people management; understanding of communication systems engineering; and project management for the delivery of the Eglinton Crosstown West Extension Program. The role supports Communication Systems / Integration Rail activities such as directing and leading the Technical Advisor; ensuring assisting in developing compliance with Project Agreement requirements; setting the vision and developing the Project strategies for Communication Systems development integration; coordinating with SME, Delivery Partners and Contractors and supporting the design and construction through all stages of the Project.

 

The office is located at: 2920 Matheson Blvd. East in Mississauga, Ontario and requires presence in the Project Office per Metrolinx Policies. 

 

What Will I Be Doing?

  • Oversees the design, integration, and implementation of rail infrastructure and communication systems, ensuring they meet technical, operational, and safety standards
  • Manage the efficient delivery of Project Agreement during the development and implementation phase, ensure the Communication System Integration approach is applied for all the levels in the Communication Systems hierarchy and Systems Engineering.
  • Maintain and manage relationship with External Stakeholders, facilitating coordination of requirements, reviews, approvals and resolving technical issues, ensuring a safe and successful integration of the communication systems for the Project.
  • Identify operational risks, implement mitigation strategies, and ensure compliance with health, safety, and environmental (HSE) standards.
  • Provide assistance in the evaluation/negotiation/resolution of contract changes and contractor’s claims
  • Reviews and approves the contractor’s schedule and updates with participation from the project team members as required
  • Participates on comment resolution meetings with consultants, contractors, and SMEs to facilitate an early resolution of key issues.
  • Negotiate with and influence consultants, contractors, internal stakeholders and external stakeholders on contract terms, timelines, deliverables, changes, and other issues impacting project progress, quality, cost, and safety. 
  • Report and escalate, as necessary, to the Senior Project Manager/Manager Rail & Systems regarding critical findings identified during Works Submittals reviews that could potentially impact the project's scope, budget, or schedule in a significant manner.
  • Collaborate with other disciplines within the Project Delivery Team to establish a comprehensive approach, enabling the successful commissioning of Communication Systems. 
  • Evaluate project progress and compliance with Project Agreement requirements, identifying any deficiencies and opportunities for improvement, and provide recommendations for solutions. Contribute to ensuring consistent, efficient, safe, and coordinated implementation of projects within the RT Program.
  • Assist with project management of Key Performance Indicators (KPI’s).
  • Evaluate and provide support in the administration of Consultant contracts throughout all stages of project development and implementation

 

What Skills and Qualifications Do I Need?

  • Completion of a university degree in Mechanical, Electrical, or Communication Engineering – or a combination of relevant education, training and experience deemed equivalent.
  • Professional Engineering License (P. Eng) and Project Management Professional (PMP) designation would be considered an asset.
  • Experienced and working knowledge of communication systems specific to the ECLRT network, including system design, connectivity, and integration of subsystems to ensure reliable emergency and transit communications would be considered an asset.
  • Demonstrates years of experience managing and executing project work, with a strong emphasis on transit, rail, or related transportation sectors.
  • Proven experience in handling communication systems, including SCADA, Backbone Communication Network (BCN), Telephone, Intercom, PA System, VDRS, PVIS, CCTV, CAMS, IACS and GIDS.
  • Demonstrated experience in managing Projects involving Systems Integration in planning, design, and construction, and commissioning of transit facilities, and Transit Systems, in an operating Rapid Transit railway environment.
  • Experience in Systems Engineering, Systems Interface and Systems Integration processes, standards, and applications.
  • Experience in Stakeholder management related to Systems Communication Integration.
  • Experience of Rapid Transit system planning, design development and execution, and delivery to Revenue Service. 
  • Experience in different stages of Verification and Validation would be an asset.
  • Experience in Requirements Management (RM), requirements assessment, and usage of RM tools such as IBM Rational DOORS.
  • Experience in project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants and monitor project activities for adherence to timelines, budgets, and project performance objectives.
  • Knowledge of identification and management of project risks and mitigations.
  • Demonstrated project management skills and experience to manage multiple complex projects elements under pressure to meet schedule, budget, and quality requirements.
  • Analytical and problem-solving skills to monitor contractor performance and contract compliance with legal and regulatory requirements and contact terms and conditions and to proactively develop contingency.
  • Knowledge of Contract Law, the Occupational Health and Safety Act, Environmental Assessment Act, and railway infrastructure construction and construction practices.
  • Knowledge of P3/AFP/PDB contracts, consulting/construction contract law, the Occupational Health & Safety Act, and construction standards and procedures applicable to working in an operating Railway environment.
  • Excellent oral, written/presentation, and interpersonal skills, with demonstrated success working effectively and collaboratively in a large, integrated, matrix team environment.
