Summary Statement

This position requires a highly skilled real property appraiser who can administer entire programs including but not limited to the preparation of appraisals, review appraisals, completion of contract appraisal services and related activities with a Federal Aid program for state highway purposes.  This person will act as a Right-of-Way Agent on behalf of the Department of Transportation.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

  • Possession of a Certified Residential or Certified General Real Property Appraiser License.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Appraises all types of properties and reviews appraisals for acceptability.
     
  • Manages the Property Management Operation.
     
  • Serves as a project leader in carrying out appraisal, negotiation, relocation, administrative and fiscal functions for projects significant in size.
     
  • Coordinates with other Department sections to obtain and clear right-of-way in time to permit the Department's Bridge and Highway Program to proceed on schedule.

Job Requirements

JOB REQUIREMENTS for Right-of-Way Agent III
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in real estate such as appraisal, law, real property acquisition, property management or title examination.
  2. Six months experience in interpreting the Federal Uniform Relocation and Real Property Acquisition Act.
  3. Three years experience in real estate negotiation. 
  4. Three years experience in analyzing engineering or property drawings.
  5. Six months experience in relocation assistance.
  6. Six months experience in narrative report writing.
