WORK SCHEDULE: Monday – Friday (hours vary depending on project needs)

THE ROLE:

The City of Pasco is seeking a skilled and detail-oriented Right of Way Inspector to perform field inspections on public works and development construction to ensure compliance with City standards, plans, and specifications.

About the Department

This position works within the Engineering Division of the Public Works Department, which manages infrastructure design, construction, development review, and long-range engineering planning for the City.

ESSENTIAL FUNCTIONS

ESSENTIAL RESPONSIBILITIES:

  • Conduct surveying, staking, and field inspections on construction projects to ensure compliance with engineering plans, specifications, and City standards.
  • Inspect work within the public right of way for proper installation of utilities, pavement, sidewalks, traffic control measures, and related improvements.
  • Perform material sampling and testing (concrete, asphalt, soil, aggregates).
  • Maintain accurate inspection notes, records, work orders, change orders, and correspondence.
  • Determine whether construction may proceed based on compliance with specifications.
  • Identify and communicate deficiencies or corrective actions to contractors and project managers.
  • Initiate change orders or recommend specification revisions as needed.
  • Prepare inspection reports and as-built drawings.
  • Maintain documentation in accordance with required timelines.
  • Perform technical engineering assignments that support the operation of the Engineering Division.
  • Perform other related duties as assigned.



POSITION QUALIFICATIONS

REQUIRED MINIMUM QUALIFICATIONS: (Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills and abilities required to perform the job.):

Education & Experience

  • Associate of Arts degree in construction management or related field preferred
  • One (1) year of technical engineering experience equivalent to an Engineering Technician
  • Two (2) years of practical experience in construction and/or construction inspection

Knowledge, Skills & Abilities

Knowledge of:

  • Construction design practices, procedures, and materials
  • Mathematics as applied to technical engineering
  • City of Pasco and Washington State standards for public works construction

Ability to:

  • Inspect public works and right-of-way construction for compliance with plans and specifications
  • Secure contractor compliance with City standards
  • Interpret engineering plans and specifications
  • Maintain effective relationships with staff, contractors, and the public
  • Work outdoors for extended periods and in adverse weather

SUPPLEMENTAL INFORMATION

SAFETY/WORK CONDITIONS: 

Environment:
 Fieldwork includes exposure to heavy equipment, dust, noise, weather extremes, rough terrain, and active construction areas. Some work occurs in an office environment with computer use.

Physical Requirements:
 Frequent walking on uneven surfaces; climbing on unconsolidated footing; prolonged standing.
