RIGHT-OF-WAY (ROW) AGENT I - BISBEE
CLASSIFIED: Position is subject to the provisions of the Merit System Rules pursuant to Arizona Law.

CLOSES:  Position is open until filled with applications reviewed upon receipt and may close at anytime.
ANTICIPATED RATE OF PAY: $19.23 to $22.12 hourly, dependent upon qualifications, plus a comprehensive benefits package to include membership in the Arizona State Retirement System.

NATURE OF WORK: Under direct supervision, participates in the administration of public right-of-way for the County; performs related duties as assigned.

Essential Functions

TYPICAL DUTIES: (Illustrative Only) Conducts basic right-of-way research and assists in the preparation of legal descriptions; may assist in making determinations on public right-of­-way within the County; assists in researching and coordinating abandonments, acquisitions, and disputed right-of-way cases; assists in researching and processing petitions for establishment of Declared County Highways to ensure that legality and liability is clear and concise; may coordinate with other departments and agencies on highway/road maintenance and improvement to ensure compliance with statutes governing fund expenditures; prepares reports and maintains records as necessary.

Minimum Qualifications

High School diploma or equivalent; two (2) years of experience in engineering right of way, survey, real estate, or title work. Must possess and maintain a valid Arizona driver’s license and the ability to be covered by county insurance.

An equivalent combination of education and/or experience from which comparable knowledge, skills, and abilities have been achieved may be considered.

Knowledge, Skills & Abilities

Knowledge of:

  • basic engineering and survey principles, practices, and procedures;
  • the principles and practices of real estate acquisition and land title law.
 
Working knowledge of:
  • researching public records;
  • the principles and practices of real estate and land appraisal;
  • records management;
  • modern office practices and procedures;
  • basic computer applications.
 
Working skill in:
  • preparing and maintaining detailed reports and records.
 
Ability to:
  • interpret engineering and survey data;
  • establish and maintain effective working relationships with employees, other agencies, and the public;
  • follow written and verbal instruction;
  • read, write and speak English;
  • communicate effectively, both verbally and in writing.
 
 
WORK ENVIRONMENTWork is primarily performed under direct supervision. Incumbent generally performs work in a typical office setting with appropriate climate controls, or outdoors in a variety of climatic conditions. Requires driving and travel within the county.

PHYSICAL DEMANDSEssential functions of this position require: lifting, manual dexterity, large motor skills, ability to communicate.
 
Light Work: Exerting up to 20 pounds of force frequently lifting or carrying of objects weighing up to 10 pounds requires a good deal of walking, standing, or involves sitting most of the time. 
 
Mental Application:  Utilizes memory for details, verbal instructions, emotional stability, critical thinking, adaptability and creative problem-solving skills are important.
