Please note: The starting salary offer will be determined based on the successful candidate’s qualifications within the starting salary range of $88,332 to $ 115,908 annually. 
 
Hybrid: Our physical office is in Olympia, WA. We offer flexible work schedules and locations. This is a hybrid position where most of the work allows teleworking. However, you must travel to in-person activities, meetings, and events as needed for business purposes.

The job opportunity
We’re seeking an experienced Scrum Master to help bring this vision to life.   In this crucial role, you will work on the systems that provide vital information, fiscal services and policy support to all state agencies, higher education, the Legislature and the Governor. These systems support applications that provide fundamental information for financials, budgets, allotments, legislative and financial impact analysis, human resources, payroll and collective bargaining on behalf of the Office of Financial Management and the Office of the Governor. You will lead efforts to keep those systems and applications operational along with efforts to build new functionality to improve the effectiveness and efficiency of those systems and applications.

As a Scrum Master, you’ll contribute to the success of the new statewide ERP (Workday) system by developing project schedules and workplans for implementing all the changes necessary to the enterprise applications to migrate the current functionality into Workday.

Duties

What you will work on

  • Serve as the primary contact for multiple scrum teams, help to facilitate product delivery, assess team performance, and contribute to product schedule development.
  • Lead the Scrum of Scrums for multiple cross-divisional development teams in the creation of software applications and their successful stabilization and promotion into the Enterprise portfolio
  • Work within business, technical, legislative, and legal standards and processes established across the Enterprise and OFM for IT disciplines (e.g., technical and business architecture, development, testing, documentation standards), which are ultimately overseen by the Chief Information Officer.
  • Collaborate with Product Owners, Project Managers, and Team Members to identify necessary artifacts needed to deliver the requirements and work items to the team(s) to develop the end product using Agile methodologies.
  • Continue to develop Agile metrics and identify opportunities to improve team(s) Agile performance.
  • Remove team(s) roadblocks and escalate issues (blocks) that can’t be resolved, thus enabling productive performance.
  • Lead, plan, and control multiple projects. To include working with project stakeholders to define business deliverables, building project work plans, working with project team to estimate level of effort for project activities, preparing detailed project schedules, keeping work plans up-to-date, managing project resources, monitoring and controlling project budgets and contract status, making adjustments to plans where needed, and reporting status to project stakeholders on a frequent basis.
  • Provides leadership, consultation and oversight to the project team members and stakeholders through the duration of the project.
  • Provide project management services such as: status, projection, and budget/spend reporting, total cost of ownership assessment, lead meetings, drive projects/tasks to completion, tie actions to metrics such as hours, manage governance and gateways, and accept responsibility for project teams’ performance.
  • Develop all the required project documentation including but not limited to plans to manage the project integration, scope, schedule, cost, quality, resources, communications, risk, procurement, change and stakeholders.
  • Responsible for managing Change, Risk, and Quality management processes throughout the lifecycle of the project.

Qualifications

Required Qualifications:

  • Agile Facilitation and Team Leadership: Proficient in facilitating Agile ceremonies (sprint planning, reviews, retrospectives, daily stand-ups). Skilled in protecting teams from unplanned or unprioritized work to maintain sprint integrity. Experienced in fostering collaboration, accountability, and transparency across Agile teams. Competent in using Agile metrics (velocity, burndown, cycle time) to guide performance improvement.
  • Agile Coaching and Continuous Improvement: Skilled in coaching Scrum Masters, Product Owners, and development teams on Agile values and practices. Proficient in promoting a learning culture that supports continuous improvement and team growth. Experienced in identifying performance trends and implementing process enhancements. Adept at removing or escalating impediments to maintain delivery flow and productivity.
  • Performance Measurement and Transparency: Proficient in developing and maintaining Agile dashboards for visibility into team performance. Skilled in analyzing Agile metrics and reporting progress to leadership and stakeholders. Competent in tracking sprint goals, managing risks, and ensuring delivery transparency.
  • Stakeholder Collaboration and Communication: Proficient in collaborating with Product Owners, Project Managers, and stakeholders to manage product backlogs and priorities. Skilled in building trust and effective communication between business and technical teams. Experienced in aligning Agile delivery with organizational objectives and stakeholder needs
  • Enterprise and Compliance Alignment: Skilled in applying enterprise IT governance, standards, and compliance requirements within Agile frameworks. Proficient in balancing Agile flexibility with adherence to technical and legal requirements. Competent in ensuring Agile delivery aligns with enterprise architecture and documentation standards.
  • Project and Agile Integration: Proficient in integrating Agile practices with PMI-based project management methodologies. Skilled in managing project scope, schedule, and resources within iterative delivery models. Experienced in bridging traditional and Agile approaches to support successful technology project delivery.


Desired Qualifications:

  • Project Management Professional Certification or formal Project Management coursework such as UW PM certification or similar training (minimum of 72 hours of project management education or training).
  • Scrum Master Certification and experience working in an Agile environment.
  • PROSCI or similar certification in Organizational Change Management.
