The Opportunity:

CACI has established upcoming positions throughout the European theater supporting multiple customers for the Department of Defense. We are looking for experienced, innovative and motivated IT Specialists to support enablement of USAREUR-AF and their Mission Partners mission objectives. 

 

CACI has an excellent opportunity for an experienced, self-directed, Project Manager, Senior. This position is in support of the USAEUR Mission Partner the G33 MCSD located in Wiesbaden, GermanyThis position is located OCONUS. 

 

Responsibilities: 

  • Manages complex IT and communication system projects assigned by either the PM, the MP Lead, or the Government, including project requirements, scope, budget, schedule, and performance, in support of the USAREUR-AF EMITS 2 program 

  • Manages mission system services, including lifecycle management, engineering, integration, and sustainment of required systems and ensured connectivity 

  • Develops project planning schedule that addresses the strategy, logistics, and resources to successfully complete IT and communication system projects 

  • Develops project Work Breakdown Structures (WBSs) and project schedules that identify key project milestones and provides critical path information 

  • Manages projects in accordance with the EMITS 2 Program Management Plan, including risk and communications management and quality management 

  • Coordinates with the MP Lead to identify and assign qualified and trained personnel 

  • Develops and manages a procurement strategy that processes required Requests to Initiate Purchase (RIPs) in a timely manner and has the required export licensing and international transportation to ensure required supplies are available at the right time and right place 

  • Monitors, adjusts, and reports on the project’s performance, budget, and schedule 

  • Provides interim progress reviews to the Government on an as-needed basis 

  • Assists with proposing, implementing, and enforcing Government policies, standards, and methodologies and is responsible for either developing or supervising the preparation of studies, reports, and acquisition documents 

  • Evaluates performance results and recommends major changes affecting short-term project growth and success 

  • Mentors other project managers 

  • Possesses and applies a comprehensive knowledge across key tasks and high-impact assignments 

  • Functions as a technical expert across multiple project assignments 

  • Manages multi-functional project teams of 5 to 30 personnel  

Qualifications: 

Required:  

  • Currently hold an adjudicated Secret Clearance with the ability to maintain 

  • BA/BS +8-12 

  • Certification - Approved DoD 8140 cyber-related certification or Applicable degree ABET accredited/CAE designated or Training 

  • Requires a seasoned professional with proven mastery of large to very large complex IT and communication system project management, preferably within DoD environments.  

  • Requires mastery of advanced project management methodologies, including strategic planning, risk mitigation, and performance optimization for large-scale, multi-functional IT initiatives.  

  • Must excel at developing WBSs and critical path schedules and implementing procurement strategies compliant with export regulations and international logistics 

  • Demonstrates expertise in full lifecycle management of IT systems, including engineering, integration, and sustainment across multiple locations.  

  • Possesses strong proficiency in Government policy implementation, preparation of high-level acquisition documents, and performance evaluation for strategic decision-making.  

  • Coordinates with MP Leads to assign qualified personnel and delivers regular progress reviews to Government stakeholders. 

  •  Proposes and enforces Government policies and standards across project teams.  

  • Possesses and applies a comprehensive knowledge across key tasks and high-impact assignments.  

  • Functions as a technical expert across multiple project assignments.  

  • Manages multi-functional project teams. 

  • TESA eligible 

 

Desired:  

  • PMP-PMI 

  • Adaptable to changing circumstances and operational needs 

  • Understanding of Department of Defense Military standards 

  • Experience with DoD IT security requirements
