ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Conducts inspections and enforces city and state ordinances of driveways and sidewalks, public rights of way, electrical and fiber optic cable, and water sewer and gas pipelines.
- Conducts plan reviews and field reports.
- Communicates with property owners, builders and contractors, engineers, and other City of Laredo Departments to explain permit and/or program application process, including requirements for submittal to City of Laredo Building Development Services Department.
- Provides customer service to the public by investigating new and ongoing 311 Call Center requests.
- Inspects construction of new development of subdivisions and plats within project sites; enforces state and city ordinances to issue citations; generates reports on new developments for City of Laredo Building, Environmental, and Engineering Departments Records.
- Makes decisions to correct on-site conflicts if proposed plans are unsafe and/or do not comply with ADA.
- Performs other duties as assigned.
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
- Knowledge of ADA Construction Standards, Texas DOT Requirements, and City Code Ordinances, Land Development Code, Subdivision Ordinance, and Specification Manuel Requirements.
- Knowledge of modern office procedures and methods including computers and applicable software, such as Microsoft Office, Adobe, and GIS.
- Knowledge of Texas 811 Excavation & Safety Training and OSHA Construction Safety and Health.
- Knowledge of Directional & Auger Bores, Open Trenching with Backfill, Compaction, Density, and Proctor Protocols for 3rd Party Testers.
- Knowledge of International Commercial Code (ICC), International Residential Code (IRC), or International Building Code (IBC) equivalent.
- Knowledge of English grammar, spelling, and punctuation.
Skills and Abilities:
- Skill in the use specialty equipment to measure construction accuracy as per required standards.
- Skill in organization and time management.
- Skill in performing a variety of duties, often changing from one task to another of a different nature.
- Ability to perform Traffic Control.
- Ability to visualize proposed structure layout on empty properties and/or or alterations on existing structures.
- Ability to read and interpret blueprints.

Physical Effort Requirements Position will have the following exposures
- Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk.
- Exerting up to 35 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.

Required Licenses or Certifications
- Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
- Registered Code Enforcement Officer License from the Texas Department of Licensing and Regulation must be obtained within 12 months of employment.
