Job Title: Contracts and Procurement Category Buyer – Drilling & Wells Engineering

Job Summary:
We are seeking an experienced Contracts and Procurement Category Buyer to manage the procurement of wells engineering, drilling, and subsurface equipment and services for HEOSL. The successful candidate will develop and implement category strategies, manage contracts, and ensure compliance with procurement policies and procedures.
KEY RESPONSIBILITIES
Category Management
1. Develop and implement category strategies for wells engineering, drilling, and subsurface equipment and services.
2. Conduct market research and analysis to identify trends, opportunities, and risks.
3. Collaborate with stakeholders to identify business requirements and develop category plans.
Contract Management
1. Develop, negotiate, and manage contracts with suppliers.
2. Ensure compliance with contract terms and conditions.
3. Monitor contract performance and resolve any issues that may arise.
Procurement
1. Manage the procurement process for wells engineering, drilling, and subsurface equipment and services.
2. Ensure that all procurement activities are conducted in accordance with company policies and procedures.
3. Provide guidance on procurement best practices.
Buying Responsibilities
1. Purchase wells engineering, drilling, and subsurface equipment and services in accordance with approved category strategies and contracts.
2. Ensure that all purchases are made in compliance with company policies and procedures.
3. Negotiate prices, delivery terms, and other conditions with suppliers.
Compliance and Governance
1. Ensure compliance with company procurement policies and procedures.
2. Monitor and report on procurement performance metrics.
3. Identify and mitigate any procurement-related risks.
Requirements
Educational Qualifications
1. Bachelor’s degree or Higher National Diploma in business administration, Supply Chain Management, Engineering, or related field.
Professional Certifications - Desirable
1. Chartered Institute of Purchasing and Supply (CIPS) certification or equivalent.
2. Professional certification in engineering or a related field (e.g., PE, CE).
Experience
1. Minimum 7 years of experience in contracts and procurement, preferably in the oil and gas industry.
2. Proven experience in category management, contract management, and procurement.
3. Experience in buying and procurement of technical equipment and services.

10. Knowledge of Nigerian procurement regulations and laws, Incoterms, and statutory payments
11. Solid competency in Microsoft Office tools – Outlook, Excel, Word and Power Point
12. Familiarity with financial management and e-procurement software and systems (e.g. Proactis, SAP Business 1, Ariba, etc.)
13. Knowledge of financial management principles and practices, and ability to drive and track cost avoidance and cost optimization initiatives
14. Experience working in a diverse and multicultural environment.
