* Leadership: Responsible for all aspects of the development and implementation of assigned IT Division projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project (e.g., users, other interfacing projects, internal departments)
* Resource Management: Leads up to 15 technical employees. Takes an active role in recruitment, evaluation, motivation, development, promotion, and performance improvement processes. Must be able to effectively match the IT Division's standards of performance against each subordinate's performance to use as the basis for personnel action. Establishes quarterly and annual targets for direct reports and provides accurate, consistent, and timely performance reviews.
* Planning and Organization: Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and monthly status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages execution of the project plan, controls the project budget, ensures the effective use of project resources, and coordinates change control activities
* Coordination Activities: Ensures that the technical plans are integrated with user plans, keeps the user/client apprised of the project progress, and quickly escalates issues which require management direction or resolution. Manages the integration of vendor tasks, and tracks and reviews vendor deliverables, as applicable
* Design and Architecture Management: Provides technical and analytical quidance to project team. Plans, directs, monitors, and participates in development activities for team's projects. Responsible for the quality of project deliverables.
* Problem Analysis Activities: Reviews, manages, and resolves straightforward to highly complex problems involving one or more systems or functions; undertakes and oversees the process of defining problems and implementing solutions. Consistently demonstrates the use of ingenuity and creativity by making recommendations and taking actions to direct the analyses and solutions of problems
