Description

Tierra Right of Way Services is seeking a full-time Environmental Project Manager for our corporate office in Tucson, Arizona.  Relocation will be provided.

Project Manager coordinates project activities for environmental/biological studies, prepares proposals, performs budget tracking, and oversees the preparation of permitting and required reports.   Assists in business development, field survey coordination, impact analysis, permit assessments, and report preparation for environmental/biological work. The Project Manager should have supervisory experience and the motivation to be a superior and ethical leader.

 

Supervisory Responsibilities:

The Project Manager directly supervises junior staff  (including full-time, part-time/temporary, and independent contractors).  

 

Responsibilities include:

  • Manages projects, coordinates activities, conducts/oversees environmental/biological studies, report writing and editing, resource agency consultation, and assists with other varied duties
  • Manages and ensures that Tierra’s existing state, federal, and tribal biological permits are updated and renewed as required by resource agencies
  • Prepares scopes of work, schedules, and budgets for letter proposals
  • Schedules and coordinates field studies, including managing field staff and subconsultants as needed
  • Coordinates with support staff (GIS, editing, accounting, IT, human resources, marketing) as needed
  • Prepares a variety of report types (Biological Constraints Reports, Biological Technical Reports, Environmental Overview Reports, Biological Resources sections of agency documents (e.g., CEQA or NEPA documents, Focused Survey Reports, etc.)
  • Reviews and approves invoices, subconsultant invoices, and tracks project financials to stay within assigned project budgets.  Reviews and approves timesheets following Tierra policies and federal/state law.
  • Interacts and maintains professional relationships with Tierra’s Division Director, affiliated/collaborative right-of-way, cultural resource, and engineering companies, biological staff, clients, subconsultants, resource agency personnel, and technical leads from other disciplines as needed
  • Acts as the lead and main point of contact for assigned projects
  • Manages environmental projects, including biological assessments and documentation, scheduling to meet deadline goals, allocating resources, collecting data, writing reports, and communicating with team members and clients
  • Performs QA/QC of technical reports for peers and staff
  • Assists clients and staff with the interpretation of current local, state, and federal regulations
  • Assists clients and staff with environmental permitting, compliance monitoring, and reporting
  • Works closely with clients to successfully design and oversee projects from inception to completion
  • Leads multiple projects within scope/budget/schedule expectations and ensures quality standards on project deliverables
  • Acts as the main point of contact for staff to reach out to with questions, concerns, and direction regarding projects
  • Attends conferences and technical meetings, webinars, etc. to present projects and develop client relationships alongside the Division Director
  • Performs other related duties as needed

The ability to formulate complex and comprehensive materials and formal presentations is imperative.

Physical requirements include the ability to remain in a stationary position, often standing or sitting for prolonged periods.  The PM must be able to operate a computer and other office equipment, move objects or equipment weighing up to 20 pounds (such as a box of paper), and use repeating motions that may include the wrists, hands and/or fingers.

 

Travel:

Travel in and out of state for several days at a time may be required for conferences, client/agency meetings, business development, and fieldwork.   Travel will be subject to budgetary approval.

 

Work Environment

The work of the Project Manager will be conducted primarily in an office setting.  However, occasional fieldwork will be expected to kick-off projects, supervise the activities of biologists, and assist with projects as needed.  This may require working in remote areas and frequent exposure to outdoor elements, wildlife, rough terrain, and extreme temperatures.

Qualifications

Minimum Qualifications:

  • Bachelor's degree or equivalent in environmental science, biology or related field (degree in biochemistry or microbiology will not be considered).
  • Seven (7) years' demonstrated experience in the environmental field as a biologist and two (2) years supervising a field crew.
  • Demonstrated experience preparing biological technical reports.
  • Ability to pass a background check
  • Valid U.S. Driver's Licence

 

Preferred Qualifications:

  • Master’s degree in environmental science, biology, or related field.
  • Demonstrated experience leading or assisting with regulatory permitting in Arizona with the U.S. Army Corps of Engineers, AZ Game and Fish Department, and Regional Water Quality Control Agencies.
  • Experience managing multiple, concurrent, large-scale biological, natural resource, or similar projects for both public and private sector clients.
  • Experience preparing or managing biological resources technical studies in Arizona.
  • Experience managing or preparing NEPA documents.
