An Estimator / Project Manager is responsible for the timely and accurate completion of bids for heavy highway and asphalt paving construction projects. This position monitors state, local and private bid lettings and prepares quotes and bids for general and subcontract work. The estimator works closely with all department heads and Superintendents to ensure accuracy of bidding and effective project scheduling. This position also manages the post-award contracts and is responsible for the internal planning & scheduling of projects. The estimator also handles contact from potential customers inquiring about our products and services.
ESSENTIAL FUNCTIONS AND DUTIES OF POSITION:
- Research projects out for bid (public and private)
- Have a thorough understanding of state DOT and local municipal specifications and commonly used commercial specifications.
- Complete quantity take-offs (manual and electronic) and attend pre-bid meetings. Utilize information gathered to put together accurate and competitive estimates in a timely manner (by bid date).
- Work with existing clients and potential clients to fulfil their asphalt paving needs. This could be site evaluations, budget numbers, putting together pavement maintenance and repair plans and/or firm pricing on projects.
- Follow up on price proposals. Adjust where available (and possible) to better reflect the current asphalt paving market.
- Work with coworkers (superintendents, foreman, and other estimators/project managers) reviewing bid documents and estimates prior to submission.
- Communicate with subcontractors and suppliers during bid preparation. Make sure their quantities, scopes and pricing are accurate and understood prior to writing them in.
- Stay up to speed with the advancements in technology in our industry.
- Review the project bidding documents and budgets. Understand what scopes are involved, project time constraints, completion dates, subcontractors and suppliers being used (including sources for specific suppliers).
- Complete project set ups and distribute them to proper field personnel. Review this information with them going over crew sizes, equipment required, subcontractors used, suppliers used, time constraints, pay items, schedule, and budgets.
- Review physical sites and existing conditions with Superintendent and/or Foreman
- Create project schedules based on estimates and project specific milestones.
- Review, understand and make changes to owner contracts and subcontracts.
- Understand how and when we are to submit for payment. Assure that scopes and project specific conditions match what was included during the estimating process (subcontracting only).
- Write and process subcontracts, review and process submittals, and host or attend pre-construction meetings.
- Help Superintendent and Foreman delegate tasks to field personnel when needed.
- Help schedule subcontractors.
- Have a presence onsite during construction to help answer questions and remedy issues and/or changing conditions that may arise. But most importantly, help complete projects on-time and on or below budget.
- Write, review and process RFI’s, CCR’s, and SA’s.
- Close out projects
- Complete job costs daily (if the pertinent information is available) or weekly when foreman reports come in. Covey this information to management, Superintendents, and foreman. Come together with the team and adjust when necessary and feasible.
- Evaluate ongoing projects; know where we are budget wise and where each project is headed. Use this information to complete monthly WIP reports.
QUALIFICATIONS:
- Bachelor's degree in Civil/Construction Engineering, Construction Management, or other related field.
- Minimum one (1) year construction and estimating experience is required.
- Asphalt Paving experience is preferred, but not required.
- Have communication skills to effectively communicate with the entire construction team
- Be able to resolve conflict between the construction team
- Self-starting ability to work alone as well as within a team.

WORKING CONDITIONS/PHYSICAL DEMANDS:
- The employee is occasionally required to stand, walk, bend and stoop.
- May occasionally be required to lift and/or move up to 25 pounds.
- Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus. Must have 20/40 vision, either naturally or with corrective lenses.
- Hearing should be excellent or corrected by audio device.
- The work environment is generally an indoors environment in the office setting, seated at a desk.
- Occasionally requires traveling outdoors to potential jobsites to review factors to be considered in preparing estimates and would expose the candidate to the outdoors environment.
