Responsibilities:

Key Responsibilities:

  • Compliance & Regulatory Management:

    • Monitor and enforce compliance with national, local, and corporate HSE regulations, standards, and policies.

    • Stay updated on evolving HSE laws and ensure timely implementation of required changes.

  • Safety Management:

    • Conduct risk assessments, hazard identification, and job safety analyses (JSA) to mitigate workplace risks.

    • Investigate incidents/accidents, identify root causes, and implement corrective/preventive actions.

    • Oversee the use of personal protective equipment (PPE) and safe work practices.

  • Environmental Protection:

    • Manage waste disposal, emissions, and energy consumption to ensure compliance with environmental regulations.

    • Develop initiatives to reduce the plant’s environmental footprint (e.g., recycling, pollution control).

  • Occupational Health:

    • Monitor workplace conditions to prevent occupational illnesses (e.g., chemical exposure, ergonomic risks).

    • Coordinate health surveillance programs and employee wellness initiatives.

  • HSE Training & Awareness:

    • Design and deliver HSE training programs for employees, contractors, and visitors.

    • Promote a strong safety culture through campaigns, workshops, and regular communications.

  • Emergency Preparedness & Response:

    • Develop and maintain emergency response plans (e.g., fire drills, spill control).

    • Lead emergency response activities and coordinate with external agencies as needed.

  • Audits & Inspections:

    • Conduct regular HSE audits and inspections to identify gaps and ensure compliance.

    • Prepare for and support internal/external audits (e.g., corporate, customer, or regulatory audits).

  • Documentation & Reporting:

    • Maintain accurate HSE records, including incident reports, training logs, and permits.

    • Prepare periodic HSE performance reports for management and regulatory bodies.

  • All plant(s) internal department (Manufacturing R&D, SCM, QA, Production etc)

  • Global/Regional HSE Engineering

  • External suppliers

  • HSE local government

Qualifications:

Professional Experience & Education:

  • Education: Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.

  • Experience:

    • Minimum 1-3 years of HSE experience in a manufacturing or industrial setting.

    • Familiarity with ISO 14001, ISO 45001, or similar management systems.

  • Skills:

    • Strong knowledge of HSE regulations (Chinese and international standards).

    • Proficient in risk assessment tools and incident investigation methodologies.

    • Excellent communication, training, and stakeholder engagement skills.

    • Familiar with English written and spoken.

  • Certifications:

    • Certified Safety Engineer (CSE) or equivalent (e.g., NEBOSH, IOSH) preferred.
