Niyam IT is seeking a detail-oriented and experienced Technical IT Project Manager to lead and oversee the planning, execution, and delivery of complex IT projects. This role involves close collaboration with cross-functional teams including software engineers, infrastructure specialists, business analysts, and stakeholders to ensure technical solutions are delivered on time, within scope, and within budget.. The position is contingent upon award of Task Order. Candidate must be open to both hybrid and onsite work, which will be at the CBP location in Ashburn, VA.
Role and Responsibilities
The Project Manager will act as the primary liaison for the Contracting Officer's Representative (COR) and will serve as the main interface between the government and the Contractor. The Project Manager will oversee the centralized administration of all activities conducted under this contract and will be accountable for the comprehensive management of the designated task order(s), ensuring that the technical solutions and timelines outlined in the task order are executed promptly.
- Lead the end-to-end management of IT projects across software development, infrastructure, and cloud initiatives.
- Translate technical requirements and solutions into actionable project plans and milestones.
- Monitor project performance using appropriate tools and techniques (e.g., JIRA, MS Project, or similar).
- Coordinate cross-functional teams and third-party vendors to ensure cohesive project execution.
- Conduct post-project evaluations to identify areas for improvement and implement best practices.
- Ensure compliance with organizational policies, security standards (e.g., FedRAMP, NIST), and regulatory requirements.
- Serve as the primary point of contact for internal and external stakeholders, providing regular status updates and managing expectations.
- Manage project risks, issues, and dependencies to ensure successful delivery.
- Develop project scopes, objectives, schedules, budgets, and resource plans in collaboration with technical and business teams.
Other essential skills include creative problem-solving, organizational skills, financial project management skills, including earn value management, strong production management capabilities, and a proven understanding of project management methodologies. The ideal candidate will have an aptitude for leadership, a strong sense of ownership, and natural communication skills.
Qualifications and Education Requirements
- US Citizenship
- Bachelor’s Degree in Computer Science, Engineering, Planning, Business, Communications, or related discipline
- PMP Certification
- At least 13 years of experience of coordination and management of projects
- Methodological expertise and practical experience supporting large mission centric programs
- Expertise in managing mid to large programs in the defined sector (Homeland Security, Federal Public Health, and Federal Civilian)
- Team Leadership: Demonstrated ability in creating, guiding, and developing high-performance teams
- Client Management: Robust skills in managing relationships with both direct federal customers and prime contract stakeholders
- Strategic Thinking & Problem Solving: Ability to strategize and resolve complex problems, with a focus on creating solutions
- Communication Skills: Excellent communication capabilities both verbal and written. Ability to work as part of a team and develop effective communication strategies amongst the team and with the customer
- Project Management: Strong project delivery skills to manage and implement complex projects for key clients. Develop targets, maintain schedules, and support budget management
- Ability to learn new ideas and capabilities: Ability to rapidly assimilate new ideas and information through self-driven learning and research
Work authorization/security clearance requirements
At Niyam, employees must legally be authorized to work in the United States. Also, employment is contingent upon successful obtainment of a Background Investigation from CBP.
