MISSION:
It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.

JOB PURPOSE:

Under the general supervision of the Director of Project Management and the Deputy Director of Administrative Services, the Project Manager will lead projects and coordinate various tasks and responsibilities with assigned projects. This position will develop, implement, and track project plans, dashboards, and other processes that facilitate accomplishing the Agency's goals and objectives.

JOB RESPONSIBILITIES:

Responsible for the initiation, planning, execution, control, and closeout phases of assigned project life cycles. 

This includes preparing necessary project documentation (needs analysis, feasibility analysis, etc.) to support the project.

Develops and maintains documentation throughout the entire project lifecycle.

Coordinates and manages projects using project management methodologies from project inception through completion.

Defines and prioritizes project requirements by developing work plans that include budgets, scope, and schedule to ensure project deliverables, milestones, and required tasks are completed as planned.

Ensures effective and ongoing communication with the project team and stakeholders, including agency leadership.

This involves identifying the overall impact, potential problems, and facilitating resolutions, while implementing a risk mitigation strategy when necessary.

It also includes preparing status reports and updates, coordinating requests, and recommending changes from original specifications when required.

Additionally, conducting a needs analysis and preparing business cases or other required documentation from pre-planning stages, throughout the life of the project.

Ensures project design complies with federal and state laws, agency criteria, codes, and regulations.

Makes presentations and prepares reports.

Performs other related duties to support the mission of the agency.

Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS:

Bachelor's degree and relevant project management experience.

ADDITIONAL REQUIREMENTS:


Knowledge of DJJ's mission, programs, and objectives. 

Familiarity with project management software, project management principles, and methodologies. 

Knowledge of applicable project management terminology. 

Ability to effectively plan and organize work activities and prioritize task completion according to schedules and goals. 

Ability to exercise judgment and discretion.

Ability to establish and maintain effective working relationships. 

Ability to interpret and apply laws, regulations, policies, and procedures.

Ability to communicate effectively.  

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.


Preferred Qualifications

PREFERRED AGENCY REQUIREMENTS:


Bachelor's degree and experience managing large and moderately complex projects, and certification as a Certified Associate in Project Management (CAPM) or Project Management Professional (PMP).
