Job Responsibilities

Receives and reviews request for potential surplus property from internal units, landowners, and the general public. Performs records research in response to requests. Enters new requests into the Property Management database for tracking purposes. Prepares and organizes file for distribution to appropriate Property Management agent.

Assists other Property Management staff with the preparation of conveyance documents, bid sale packets and leases. Routes documents to executive staff for execution and ensure that all necessary signatures are obtained. Transmits executed conveyance documents to the proper party upon receipt.  Ensures that a recorded copy of the conveyance document is received by Property Management.

Prepares forms for depositing and transferring money received. Ensure that all are properly executed. Ensures proper crediting of monies received for property conveyances. Prepares and tracks check request documents for the payment of taxes, fees, etc., as necessary.

Completes the file closure process after properties are sold, ensuring that highway plans are updated with sales information, database is updated, and the original document is attached to the original derivation document(s). Ensure conformance with retention and disposal guidelines.

Assists the Property Manager with the preparation of monthly and yearly reports regarding properties sold. Ensures that the sales of rights of way are reported to the Highway Commission in a timely manner. 

Research and reviews FOIA requests from the Legal office. Assist Property Manager with preparation of responses to FOIA requests. Research any property taxes and/or fees charged to SCDOT by county governments. Contacts county assessor to request abatement of taxes and fees or arranges payment as necessary. Performs other related duties assigned.



Minimum and Additional Requirements

A bachelor's degree; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. May require bending, stooping, reaching, twisting climbing, balancing, and kneeling. May be required to lift up to 55lbs.
