Role Description:

EvoTech is seeking a Project Manager to lead technical projects in support of federal government programs. This role is responsible for ensuring projects are delivered on time, within scope, within budget, and in full compliance with federal requirements. The IT Project Manager will oversee planning, execution, reporting, contract deliverables, and stakeholder coordination while supporting mission objectives for government customers.

The ideal candidate will have experience working in government contracting environments, managing contract transitions, understanding federal acquisition processes, and supporting cross-functional teams that include government stakeholders, subcontractors, and technical personnel.

This position is on-site in San Antonio, Texas

Responsibilities:

• Lead IT project planning and execution in accordance with federal contract requirements.
 • Develop and manage project schedules, timelines, contract deliverables, and milestone tracking.
 • Coordinate with federal stakeholders, contracting officers, CORs, and technical leads to clarify requirements.
 • Ensure all deliverables, reports, and documentation meet contractual and compliance standards.
 • Oversee project budgets, burn rates, staffing allocations, and resource planning.
 • Identify and mitigate project risks, dependencies, and issues; maintain risk registers and action logs.
 • Support contract transitions, onboarding, knowledge transfer, and continuity of operations.
 • Prepare and deliver project status updates, governance reviews, and performance metrics.

• Apply project management methodologies tailored to government environments (Agile, Waterfall, hybrid).
 • Use project management and government collaboration tools (MS Project, Jira, Confluence, SharePoint, Teams).
 • Manage contract artifacts such as project plans, PWS compliance matrices, meeting minutes, and reports.
 • Support requirements gathering, scope definition, and change management in accordance with federal standards.
 • Coordinate across engineering, cybersecurity, and application teams to support mission-critical work.
 • Track and ensure compliance with SLAs, KPIs, and contract performance metrics.

• Serve as the primary liaison between EvoTech, federal clients, subcontractors, and internal teams.
 • Document decisions, technical inputs, and action items for government review.
 • Maintain accurate project records, including meeting minutes, schedules, risk logs, and deliverables.
 • Communicate project changes, risks, and impacts to leadership and government stakeholders.

• Identify opportunities to improve project workflows, documentation, and reporting for federal programs.
 • Recommend process enhancements, automation, and improved approaches to project execution.
 • Participate in post-project reviews and contribute to lessons learned documentation.
 • Stay current with federal contracting trends, PM best practices, and emerging technologies.

Requirements:

Education:

• Bachelor’s degree in Information Technology, Business, Project Management, or related field.

Experience:

 • 5+ years of experience managing IT projects within federal government contracting.
 • Experience working with federal agencies, contracting officers (COs), CORs, and government PMs.
 • Background supporting enterprise IT initiatives, system implementations, or government technology programs.
 • Experience supporting DoD, DHS, DOJ, or similar federal agencies.
 • Familiarity with ITIL, service management environments, or enterprise governance.
 • Experience with federal reporting frameworks, contract transitions, or performance management.

Technical Skills:

 • Proficiency with PM tools (MS Project, Jira, Confluence, SharePoint, Teams).
 • Understanding of government contract structures, PWS/SOW requirements, and deliverable management.
 • Knowledge of SDLC, IT infrastructure, and cybersecurity fundamentals.
 • Experience with risk management, schedule development, and requirements tracking.
 • Ability to interpret technical documentation and translate into actionable plans.

 • Strong communication and stakeholder management skills.
 • Excellent organization and time-management abilities.
 • Ability to lead cross-functional teams in government environments.
 • Detail-oriented with strong documentation discipline.
 • Ability to work effectively under tight deadlines or shifting priorities.

Certifications:

• PMP, CAPM, or Agile/Scrum certifications (preferred but not required).

Security Clearance Requirement:

 • Must be able to obtain and maintain a security clearance, if required by the contract.
 

Working Conditions

 • This role is on-site in San Antonio, Texas.
 • Occasional overtime may be required to meet government deadlines.
 • Involves extended computer use, technical coordination, and stakeholder engagement.

Travel Requirement:
 Minimal travel may be required for onsite government meetings or mission support.
